Arrow Season 4.
There will be some major changes. CW

Season 3 of Arrow came to a huge conclusion last May as Oliver Queen faced down Ra's al Ghul and developed his team.  The ending could have easily been for the series as a whole rather than a season, but there will be a Season 4, and it will have some changes.  This what is known about Season 4 of Arrow along with Spoilers, Premiere Date, and Cast.

Cinema Blend states that Arrow Season 4 will "change the hero in a major way".  What does that mean? Stephen Amell, the actor that plays Arrow has been quoted on Cinema Blend from E Online as saying:  "Arrow is done.  No more Arrow suit.  I've worn it for the last time."

It is possible that Amell will be wearing a different suit, kind of like Daredevil for his season 2.  There is a shot of Oliver in his normal Arrow suit in the Legends of Tomorrow trailer, so maybe this is not going to happen as the actor has said.  After all, Oliver Queen is known in the comics as Green Arrow, but he has only been referenced to as "The Hood" in Season 1 and just "Arrow" after Season 2.  It should be known that imdb calls the Season 4 premiere episode "Green Arrow".

Well, one thing is for sure, it looks like Olicity, the pairing of Felcity Smoak (Emily Bett Rickards) and Oliver Queen is going to be around for a while.  Superheroes are notorious for having on-again, off-again relationships mixed with a lot of tragedy, and series showrunner Marc Guggenheim says that the show is going into a "lighter tone than the one seen in previous seasons", according to Screen Rant

Arrow has been a considerably darker tone of superhero brought to television, and a separate article from ScreenRant has stated that the ending with Oliver driving off into the sunset was rather odd as it was not a cliffhanger of any type.  In fact, the show could have ended right there with Ollie retiring completely from being his vigilante self.

In fact, Guggenheim has stated that Arrow will "take a cue from The Flash, by infusing season 4 with a bit more light and laughs".  The Flash, sister show to Arrow, recently had a very action-oriented finale that did end with a cliffhanger, but it doesn't sound like Arrow wants to completely emulate that show.

In a separate article from ScreenRant, Guggenheim has stated: "We've been working for about a month now in the writer's room, talking about season 4, and I think that one thing we all collectively understood was season 3 beginning with Sara's death, because it's the death of a major character in the show, it set the tone for the remainder of the season. And I'm not the least bit apologetic for that tone. I happen to like dark and I like the fact that Arrow is a pretty dark show particularly for a network show. That said, every year you want to mix things up and there was sort of a collective desire on all our parts to try to inject a little bit more lightness into the show, a little but more humor. It's not going to radically change. The show's still going to be the show but in terms of tone, we're coming off a very, very hard season for all of our character. We wanted to try to mix it up a little bit."

It is pretty clear that an ending like this could set up a Season 4 where Ollie realizes that he is destined to be Green Arrow, taking up the mantle again but in a different way.  Speaking of things that are green, there is a constant rumor that John Diggle is going to take on the mantle of the Green Lantern.  It is often hinted that he is John Stewart, who is an African-American man who has the power ring.  CinemaBlend has reported that Guggenheim denies this, but fans still believe it to be a strong possibility.  In the comics, Green Arrow and Green Lantern often worked together, but Ollie worked primarily with the Hal Jordan Green Lantern.

Expect to see Arrow Season 4, Episode 1, to begin in the fall.  A prediction for the premiere date is expected to be on Wednesday, October 7th, 2015, according to Den of Geek
