For those of you unfamiliar with the process of jailbreaking, it is a way of removing the restrictions of iOS (the closed source operating system on Apple devices) on their mobiles such as the iPhone, iPad, and iPod Touch. One of the more recent versions of iOS is 8.1.2, and the jailbreakers were able to get into this one, allowing Apple users all the jailbreaking perks like downloading of additional applications, extensions, and themes that are not available through the Apple Store. The more recent version of iOS, version 8.1.3, has some issues, and one of them is that it is not vulnerable to jailbreaking. It doesn't look like iOS 8.1.3 will be jailbroken until the latest version, iOS 8.2.
Redmond Pie states that the usual jailbreaking drill is "completely swerving any new build of iOS until they're deemed safe by an established knowledgeable member of the jailbreaking fold". In this case, the new build would be iOS 8.1.3, and Apple has patched a lot of the ways that the Pangu8, TaiG, and PP jailbreaks could work.
The new version of iOS was released about a month ago at the end of January 2015, and it was designed for fixing bugs and some performance issues. Gotta Be Mobile reported that after the release of 8.1.3, Apple allowed both iPhone, iPad, and iPod Touch users to downgrade from iOS 8.1.3 to iOS 8.1.2, but this was a limited time offer for two weeks, expiring on February 10th.
To this writing, there doesn't seem to be any way of jailbreaking iOS 8.1.3. Therefore, if you want to jailbreak your iPhone, iPad, or iPhone touch, it is not recommended that you take the upgrade to iOS 8.1.3, but stay with version 8.1.2 or older.
It might be possible that the newest version of iOS will be appearing in March, and this will be version iOS 8.2. From what we have heard on Gotta Be Mobile, iOS 8.2 could be a big update because it is planning on supporting the upcoming Apple Watch. The Apple Watch is planned for release sometime in April, and it is still unknown what Apple's smartwatch will do for the company.
It is important to note that jailbreaking developers might be skipping any iOS 8.1.3 jailbreaks because there is no need to focus on a minor iOS update when 8.2 is less than a month away. Considering that most of the Sources in this article are actually weeks old, and that I was not able to find any news or rumors about an iOS 8.1.3 jailbreak, I would have to say that the iOS 8.1.3 has been simply skipped.
In the meantime, iOS 8.1.3 has been met with some mixed reviews. Some are loving it, but others have encountered at least some problems with it. However, there doesn't appear to be anything catastrophic with this new update that would crash the Apple device or anything.
Apple iPhone, iPad, and iPod touch users should be advised not attempt jailbreaks on their own as it can lead to various unwanted software being downloaded on their favorite Apple devices.
